Okay, I'm trying to trade a level 3 Mew over the GTS system, and it says I can't trade it. |

Well I was randomly searching for something to trade for, and I found a shiny Altaria up for trade for a Mew level 9 or under, so I tried to trade my level 3 Mew and it wouldn't let me. |

You can trade legendaries, but some pokemon at an impossible level (i.e. a level 2 Dialga or in your case a level 3 Mew) can't be traded since you can only get them through hacking. Anybody who offers something for a level 9 or under Mew is just cloning. |
