I just don't know...He could be a really big bastard there and use his "IC" to ruin the place and have whatever supporters back him up. In other words, he'll use the In Character plus the Off Topic excuses to do whatever he pleases, and his supporters could give him some backup encase he doesn't want to be rightfully infringed. We need to be careful, plan ahead, and add rules there.

If we make him restricted to it, then he'll find out it will exist anyways and the supporters won't be too happy...How about we give him a chance, and when he blows it, then that's curtains for him, It won't look unjust, and plus, he'll be punished for breaking the rules, fair and square. |

Then he'll get punished. After so many jails and a ban, he should not be taken lightly. He may not listen, but if that gets him penalizations, then nobody really has a reason to complain for his complete lack of effort not to abuse the rules. |
