Essentially, he's saying that it would be a good idea to give people in jail time to post outside. About 30 posts a day (although, personally, I'd lower that) to prove they're worthy to be out of prison.
And also, if they continue to break rules, throw them back in, no probation. |

I think this is a pretty good idea. I would start with 10 posts a day, though, and if the person's post quality remains okay go to 15, then 20, etc. |

Tes, then they would be let out if they prove to be good, then if they suddenly start spamming again we kick their ass back down in jail. |
