The keyword here is Discussion.
Make your topic subject descriptive. Subjects like "this is cool" or "check this out" are not descriptive.
Do not post just a link or video. Those links are allowed, but you must expound upon them. If you can not, then it belongs in Off-Topic.
Any forum games that involve posting random stuff over and over also should go in Off-Topic.
