I didn't before I got promoted on the site I work at. I learned how to do it when I was promoted.
Then again, I also have my own forum so I know many things concerning how a forum works.

a way to settle this(  ):
people that have had a past of moderating will P.M. francis-(if he agrees with this)-and post the site they have moderated at and he will decide(again if he agrees)
another way to settle-(or to choose moderators after way 1 is complete)-this is to choose the most behaved users like each 2 weeks or 25/50/100 users they will be on a vote to make it fair post your vote no poll votes so there will be no other computer user votes then they will be a mod for a day (the next day after they win) if their behavior is good they will become a mod if it is bad they will make a new vote but not with them and the person with a lower sense of behavior (like he/she is rank 4 for and he/she is rank 5)& Ect.

I like Private Johnson's first idea a bit more. Although the only problem is those of you who have had the forums they've worked on shut down. So that does cause problems.
And it adds more people to the list... because two other members here are mods on my forum(me being the admin) plus I work as a Blog Assistant on another forum (basically a moderator but in blogs).
