He probably had some sort of... signal splitter for GCN controller or tricked the Wii into thinking it had 2 Wiimotes connected.

It says both Warios are GCN controlled if you look at the bottom at the start.

Hmm... Maybe he used two wireless GC controllers, plugged in the receivers for both, but only used one controller, so the signals from the controller went to both receivers?
