How can there be no tiers yet? They should exist once the game comes out, right? I remember in Melee, there were tiers from the very beginning. What's up with Brawl?

I think that the Smash community has evolved a lot over the past seven or so years. It probably will not be released until they are sure it is near perfect.

Actually tiers do exsist, at least in Melee. Although it does nto mean that a high tier character will always beat a low tier, those higher on the list have more at their disposal to beat their opponent. For instance, Fox placed high on the Melee list because he is fast, has a counter move, and has some very good combos. By the same token, Bowser in Melee was very slow and had few combos, not to mention no projectiles or counters. This is why he placed low on the list. That's just a basic example, it goes much deeper than that, but that is just how it has always been. The developers cannot anticipate the glitches and advanced techniques that will be discovered by dedicated players over the years, thus some characters will emerge as more capable fighters than others.

Tiers do not mean one character will always beat another, they simply illustrate which characters win most often in a controlled environment where skill and technique do not come into play.
