The only way that this system will work with the coins is the percentage method.
I know the rich members don't like it, but that's the point. Losing a large amount of coins would make someone want to avoid strikes more often. Richer members are actually getting away with things easier right now, and the poor are taking full punishment 3/4 of the time.
100 coins is still too much, the poor still suffer more than the rich.
Set it to 10% coin-loss on the first offence, 20% at the second, and 50% at the third. |

Seriously, 100 coins is more than you think. It's perfectly fine, any other ways to target the rich without caps on how much will just make them abuse the hell out of Gold Bars. If we do the 10% thing, that means I lose nearly 2000 for a single strike. That's more than most members have period.
Guess what I do? Buy 1000 Gold-Bar-24Ks, that's 10,000 coins but can be sold for the same amount, guess what, I now only lose 7000 upon being striked. Hey, I buy 600 more. Guess how many coins I lose each strike now? 100. That's 1900 coins I just saved. See how abusable that is? |

THIS. | YARLY. Why should I have to pay 700 coins just because I did one little thing wrong? And why does being rich make you all of a sudden different from anyone else? All fines the same unless under certain circumstances. :U |

I agree with abstactthoughts. How are people like me gonna pay 110 coins? I only got like 20. |

What about for members like me?I rarely break the rules, and I barely have any money.If I break one rule it would be unfair to give me a 100 - 300 coin fine, when all of the rich people can get so many strikes and still be rich.

If some rich person like Francine goes around abusing the system Francis can just throw them in jail
there's no reason to reform the fine system |
