Yes I make sigs  I recently started, but I'm pretty good. Just specify the color, image text and stuff. I can select images that have a backround (yes that means tv screen shots and stuff) and the like. Cost will vary depending on the time it takes to finish, but it generally is as followed:
Regular sigs: 10-20
Animated: 20+ ((depending on the amount of frames and stuff))
I can do several effects in between frames such as blur and stuff. Here's an example I made (took me 3 hours though 1 hour to select the dang picture, 30 minutes to remove the noise and another 30 to make the frames, and then another hour trying to get it to animate right XD)
