No, I totally kicked the N64 DK's Jungle Park or whatever ghost's ass with Baby Peach+Tiny Titan, and I didn't unlock the expert time.

There are preset times which you have to beat. It doesn't matter if you're racing a ghost or not. There's a list of said times in a FAQ at GameFAQs.

CBLuigi's pretty much summed it up. I would also suggest looking at an FAQ/Walkthrough to find the right times.

You have to beat the regular ghost by like 3 seconds in most cases.

No, you have to beat the regular by 7 seconds.

I recommend these strategies, and these courses:

Luigi circuit: Use a wheelie on the looooong path, and mushrom into a ramp on each lap, do a trick when going off the ramp, and you're good.

Mushroom gorge: Do a trick whenever you boost off a mushroom, and take the right in the cave. Your mushrooms won't be too important.

Waluigi stadium: Do a trick whenever you go off a hill, and you got it done.

Bowser castle 64: Just try, and laugh. and if you don't beat it, there's a shortcut at the beginning with your mushrooms the moment you're in the castle, cut through the grass past the bushes.

Koopa Cape, Wario's Gold Mine, Sherbet Land, Moo Moo Meadows, Peach Beach, and Dry Dry Ruins were tracks I also found to be very easy.

For tracks with a lot of slowdown hazards (*coughShyGuyBeachcough*), I suggest the lightweight bike with the highest offroad rating: the Magikruiser.

Otherwise, I think Funky/Mii/Bowser/Rosalina + Flame Runner(AKA Bowser Bike) is best
