RUMOR - Used Wii Us allow you to download games the previous owners purchased?

Good for those buying preowned if true, bad for those trading in! We're hearing that it is possible to re-download games that the previous owner purchased online, even through a different Nintendo Network ID. This would mean game downloads are tied to system, not NNID. Anyone else out there able to verify this?

interesting side-effect. Downloaded games are shared amongst all the accounts on the console, apparently even if that account is deleted. It's a nice "feature" since it sort of allows you to resell your downloadable games, but I doubt Nintendo intended this to happen.

If Nintendo *did* intend for this to happen and also added the ability to transfer games to a new console, then suddenly everyone would go from hating Nintendo's DRM to loving it.
