Aerial priority is too important to ever consider having a character who can't jump. Plus Toad wouldn't be able to grab or hit anything for shit because everything about him is short.
What do you mean speed, toad was always the super powerful one that was awesome at pulling vegetables out of the ground. But yeah, I think he's better off a side-character
I don't think the hitbox would matter all that much, if he has nothing to approach with outside of the other player making mistakes than he's going to get shit on all day by competent players
Theres a difference between creative design and trying too hard to make a character unique. Adding a character who can't jump, has no reach, with its only real benefit being that it Oddjob's people who are bad at the game is pointless and wouldn't add any merit to the roster.

Alright, in all seriousness, he can be. I would normally say we dont have enough moves for him, but charaters with way less combat potential bacame full playable characters, so honestly, he could be in there!
I think it may be because Nintendo wanted to create a balance of characters form each series, and not habe too many representing one part of nintendo, giving room to other characters. The makers of SSB do not want their game to be the kind of fighting game that has a library of charcters, siticking to a small, core set, evidenced even more in recent statements that tey want to cut down the roster.

But now that Toad has been playable in so many newer games, it feels wrong to ignore him. And SSB is, after all, 85% fighitng game, 15% Nintendo Achievement Museum.
Only time will tell if we will see our mushroom headed royal servant in the next installment.
As for now, you'll just have to content yourself by technically playing as him when you play Peach in Melee.
And how if you press a specific button sequence on the Character Select screen you can play as Master Ha- oh wait that one actually turned out to be true.
