Why the *crag* are there so many? Do these characters get ANY development?

Of course they get development; many of these lantern characters, such as Hal Jordan, Kyle Rayner, John Stewart, Guy Gardner, Sinestro, Cyborg Superman, the Manhunters, the Guardians of the Universe, and so on have been around for years, and many stories have been told about them.
Even more recent characters like Atrocitus and Larfleeze are well-developed (Not to mention that Larfleeze, a.k.a. Agent Orange is hilarious)
