Fire Emblem: Awakening covered butts are a no-no-, but naked statues are cool

Can someone at Nintendo explain why the above (from Animal Crossing: New Leaf) is okay without censorship, but the image of a girl's butt with swimsuit bottoms on has to be censored? I sense a fine art argument coming in...
Just to be PERFECTLY clear, I am totally fine with both naked butts and junk. Wanted to make sure you knew that!
