Digibutter weekly debate: (within the United States of America)Could a state declare war on another state without seceding from the union? If so, how? Which states would be most likely to partake in this war?
I'm sure an actual declared war wouldn't be possible without suceding, but I'm sure if two state senators decided to hire underground terrorist groups to attack eachother that would count.
