The "real" game probably wont have free-placement a blocks like that. But instead ye would be creating the buildings 'n objects t' go inside them.

'n technically, limiting the number a blocks per player won't permanently solve the issue a the map getting flooded - if enough people use the game (or if one person connects multiple times under different usernames), each with 50 blocks that they place in the world, the map will eventually fill up anyway.
