Connecting to the chat is a bit trickier than the site since it would need an active stream connection rather than a one-time http call, but it might still be possible. Current plan is to hopefully have it respond to people who post to it's user board and to comments in the resulting threads, thoughts? Also would people be interested in me open-sourcing the API once it's in a more presentable state? (inb4 I single-handedly open the spambot floodgates of digi)

yes please open the API, I can use that. The idea for how the bot works is what I would have it do so yeah sounds good.
