Back in the original Pokemon Gold/Silver English release, Phanpy and Donphan were found exclusively in Silver, while Teddiursa and Ursaring were found in Gold. It was actually a reverse setup in Japan, and that reverse trend has been kept for HeartGold/SoulSilver.
